I read an article not too long ago about NYC having once been in a similar position to Detroit but of course it turned itself around. The writer suggested Detroit could learn from NY's experience. I've seen a documentary about Detroit and it's just as you describe; astonishing that such a successful place could almost be returning to nature.
The PISA rankings should be sobering for the USA as well. Teacher unions try to play down the results but look around. Look at Detroit! It's almost as if it's an empty, bombed out shell left over from a devastating war. Millions of once productive citizens have simply given up hope of ever finding another job and have succumbed to the never ending appeal from lawyers via TV adverts promising to get them the "disability income" they "need and deserve." Only in Washington is this method of lowering the unemployment rate being celebrated. And why not? Washington D.C. is the fastest growing area in the United States for "1 percenters." Nowhere else even comes close: Not New York, Los Angeles or even the Silicon Valley. Downsizing the middle class is the new paradigm.
